A Basic Study on the Development of Wel-Tech based Community Care Model for Older People Living in Public Silver Housing: Focusing on Service Providers

Abstract
The purpose of this study was to develop a conceptual framework for establishing welfare technology based community care model for older people living in public silver housing. Specifically, the current study discussed the direction of social service model which is suitable for the 4th industrial revolution through the application of welfare technology to develop a model for providing community care services. Qualitative research using both individual interviews and focus groups has been conducted to explore the needs and problems for older people living in public silver housing and to find strategies for providing effective and efficient community care services. Findings indicated that four themes including 1) the life and function of older people, and their goal, 2) older people and environment, 3) purposes and methods for service provision, 4) efforts for smooth social service delivery were identified. A total of 12 domains and 47 sub-domains by each theme were drawn. It suggests that it is necessary to provide services based on understanding of environments where they reside. Qualitative and quantitative changes should be also accompanied to ensure the services runs smoothly. The current study demonstrated that a series of processes such as causal condition, responses, strategies, and outcomes are necessary to develop a community care model based on themes. Moreover, meeting situational and mediating conditions, eliminating obstacles, and making additional efforts for service provision is necessary to successfully achieve such processes. Findings found that welfare technology is a useful condition for the safety of older people, daily life support, and efficiency of work for service providers. This study is meaningful in that it provided the conceptual framework and basic data for developing community care models for older people in Korea.
